Job Description
Break O’Day Council is seeking a motivated and experienced Technical Officer to join its Development Services team. This role is key to supporting Council’s regulatory responsibilities, particularly in plumbing permit authority functions, compliance, and enforcement activities.
About the Role
Reporting to the Development Services Coordinator, the Technical Officer will:
- Undertake plumbing permit authority functions
- Monitor and enforce compliance with legislation and permit conditions
- Investigate alleged breaches and prepare documentation for enforcement action
- Conduct site inspections and issue statutory notices and orders
- Provide support to capital works projects
- Prepare evidence for enforcement and legal proceedings in accordance with legislative requirements
This position plays an important role in ensuring Break O’Day Council meets its statutory obligations while maintaining community safety and standards.

The successful candidate will:
- Have experience in compliance, enforcement, or a regulatory environment
- Be confident interpreting and applying legislation in real-world situations
- Be capable of working independently while contributing to a team environment
- Demonstrate clear, professional, and respectful communication, including in challenging situations
- Be organised, reliable, and able to prioritise workload effectively
- Possess strong investigation and documentation skills
Experience in local government or permit authority functions will be highly regarded.

Hours
- Part-time position (minimum three days per week)
- Ordinary hours are between 7:00am and 7:00pm, Monday to Friday
- Office hours are 9:30am – 4:00pm
- Additional hours may be required in accordance with the Enterprise Agreement
